Tenant laws in washington?

so I'm renting a place that has cat pee in the carpets, the landlord has offered to fix only 2 rooms which are the worst. But I know its in other rooms as well her carpet guy told her so. this is a property managements company and she is the rudest person ever but she said she can't afford to fix all the carpet. we complained about it when we first moved in and when we looked at it we umed the smell would be gone. well she won't let us out of the lease unless we do a buy out equal to 1 months rent and also we lose our deposit, she will not move us to a different house either, so is there any way we can get out of the lease ? is it unsanitary to have cat pee on the carpet ? is it against health code? how would I be able to find out ? we hate it here and don't want to have to pay like $2,000 to get out when its not our fault.
