Where in Phoenix would be the best area for me to live o.0?

I'm a CNA [certified nursing istant] living with my boyfriend. I'm 21 and he is 18. We wanted to live in a apartment or rent to own house for $1000 or less a month [the cheaper the better] in a nice safe area with many CNA and PSS job opportunities since I'm a CNA and want to work as a CNA and a PSS when I have hours free from my CNA job. I was looking into Peoria, Tempe, Chandler, Ahwatukee [sp], and North Phoenix but I don't know what the rent prices and job availability are like in those areas.
