Who appointed Israel as the world's coast guard in the Mediterranean?

They intercepted the Turkish Freedom Flotilla on the High Seas, outside of Israel's Territorial waters. If anyone ELSE did that, it would be considered an act of WAR against Turkey, or at best, an act of Piracy on the High Seas.
