The deal is that colleges have a wide communications network with one another, and even if you don't apply using an existing transcript - when your name/SS# gets entered in the system, it'll kick up a red flag, saying you owe money to another college. And chances are your application will be denied, and deemed a "bad risk" as a result of not paying fees at another school.
