How to adopt a child if you live in Kazakhstan?

I am planning to move to Kazakhstan next Summer. I was wondering if it is possible to adopt from there if you live there. Ive been researching but al I can seem to find are things for Americans adopting from there. What are the requirements (age, income, permanent residency) if you live there. Please help me as this is something I extremely want to do. Also if you could list some agencies that are in that country I would be most grateful. thanks sooo much!
